web site maintenance - scoping and managing

Hi Everyone!
I am having a difficult time justifing the costs and hours to maintain a content heavy commercial website. My client does not seem to understand that there will always be changes, that unfortunately, you can't launch this kind of site and walk away from it. (Obviously we should have managed the client expectation before launch, but there have been many personnel changes on the client end.)

I am looking for articles that reinforce this idea. How much would a fortune 500 company spend on 'site maintenance'? And who usually does this work, the client, the agency or a third party?

Any ideas to build a 'case' would be helpful

Thanks Geoff! It is interesting to note that there is little explanation of what services are included in the maintenance and that there is such a wide variance is price ranges.
