All the areas. There is not possiblity to avoid uncertainty into a project. Why? Because projects are started to create something to get an opporutnity and opportunity has uncertainty then the project inherit it. When that is not understanding then there is not possiblity to success.

In my opinion the amount of uncertainty varies, depending on how much the current project resembles previous similar projects. So, if the project team identifies the fact that there will be uncertainty, then it will help the team in creating realistic project schedules.

Most of the teams which I'm coaching are delivering highly complex technology-based solutions under resource constraints.

As such, technology solution uncertainty (e.g. can we deliver the solution based on our current approach OR will the architecture & design meet the non-functional requirements) and uncertainty regarding key resource availability are two key sources of risk.

Effective risk management practices, contingency budgeting & reserve analysis, use of architectural spikes, lining up contingent staffing and having technical risk as a key component of requirements priority are ways to address these.

Stakeholder making decisions on time; always uncertain and sometimes costly. Resource availability, while we can plan for backups, still sometimes leave us in a hole when unexpected departures occur, particularly when they are talented and a core member of the team.

Its a good question. My answer would be It depends on the kind / type of project, what prior experience, knowledge and familiarity one has regarding it. Uncertainity areas differ from project to project.
Say for example a company is venturing into a new technology oriented domain, then uncertainities could be Resource availability and Budgeting constraints

The high level of uncertainty can be experienced when executing brownfield project as this had complex unknown risks (challenges) that might impact project's schedule and cost. The brownfield project is unique and requires more attention with regards to the constrains, risks and assumptions. The project shall consider (a) site conditions ( plot plan, underground utilities, cabling trenching...etc), (b) Existing equipment conditions ( latest inspection reports, spare parts, prior inspection ...etc), (c) Updated Plant Drawing; (d) Interface scope with the Proponent; and (f) shutdown duration optimization.
