- Do what you can with the resources you have (even if that is just yourself!)

I agree with points mentioned by Kiron.
A couple of points from my side:
a. In such a scenario, Project Charter is it approved by Sponsor?
b. If Project Charter is approved, Risk factor (associated with resource availability) is it addressed in terms of contingency / mitigation plan & actions?

Yes I would agree with Kiron that the sponsor needs to know (first) and then stakeholders as needed.

Agreeing with the comments of Kiron and Sante, let me add a few points out of my experience.
It is stated that "the project has to move forward"; means all the other trailing lines are the constraints or risks being added in to the project . It should be assumed that such a situation of high level risk was already foreseen by the project manager/ sponsor while finalizing the project charter. If not, they should prepare for a price to be paid for poor early risk assessment .
Having started the project, I would rather mitigate the risks by outsourcing the minimum needed resources by expending the project reserves till the scheduled resources are made available.

Evaluate the impacts and continue to raise awareness through the appropriate channels, i.e., sponsor, status, health, etc.

I am thinking about actions related to getting resources. Evaluate then take action:
What are the skills required?
Can you train people?
Can you hire contractors?
Can you get temporary staff?
Do you have enough money in the budget to offer more or a bonus to get resources faster?

Informing people about the situation will not move the project forward. Project managers must take positive action to make progress.
