If you are moving to resign, who would you tell first?

You might have done a risk analysis Dinah ;-)
Of course I would do a risk analysis before changing jobs. What are the pros and cons, what may go wrong if I leave, what may go wrong if I stay.

Jennifer, wow that possibility is there too, do you mean they would waive your 2 weeks notice?
When working in a secure environment, they often do not want someone to stay around after they submit their resignation. People leaving a company are more likely to pose a security risk. They could sabotage something or just get "lazy" with following protocol.

Dinah, totally agree with you specially if you have access on important data but it is again our ethical action we keep confidentiality intact even when we leave the company and not signed NDA.

Is there an option to answer...family & friends first?

As some of the team members stated there are a lot of emotions in place, then first I will told them, after my manager (following the organizational procedures) and next team members.
