I used to be a consultant at Coopers & Lybrand and am very familiar with Summit-D (Now called Ascendant, subsequent to the merger of C&L with PriceWaterhouse). They have a very nice methodology as well as a web-based product to deliver content. The tool interfaces (builds) Microsoft Project work plans based on its various route maps.
