What would be your speach?
You don't want to threaten the team for example if they sense that you will cut overtime or reduce it.
If your team contains generation gap
If your accent is different from the team it is important to check the message is understood
You have many technical SME
As the saying goes first impression is last impression so what would be your advice on managing day one when to set ground rules

in fact it will depend on the filters that they have in their minds, but i believe starting with explaining the opportunities they may have it if they completed work in defined time frame. also let them know the propose of doing tasks that they do, because knowledge increase ambition to do it right way.

It does not necessarily have to be a scope speech, you can always use soft skills to understand who your team is and why they are on your project.

Explain to the team your expectations from them. Provide the team how you will manage them. Take it one day at a time as you learn the culture in the company.

Stress that the team will exist in a safe environment where mistakes will be a team learning experience rather than an opportunity for punishment, that transparency is the main currency, and that respect for opinions, culture and diversity is the norm.

Nothing really prepared, but I would certainly have some thoughts to cover. I don't know if it would necessarily be day one, but having an opportunity to meet with the team as a group or individually is really important in building relations and trust.

Andrew, your day one is the day to meet with most of the team, it is not necessary prepared it is just unwritten speech I don't like to read paper I believe it is more effective when incredible speech delivered direct from the heart and thoughts, thanks for your comment.

Riyadh -

Help them to understand who you are - your goals and what drives you (and what drives you crazy).

Then ask them if they understand what the purpose for the team is and if not, help them develop a team charter.
