What are the technical competencies related to knowledge management as a Job Role? What sort of capacity should a knowledge management expert, specialist or analyst should have to capture and codify tacit knowledge to facilitate its reuse?

I would think that a combination of basic analysis skills combined with adult learning theory would be helpful.

BA's are usually a good fit for knowledge management initiatives. It's also good to have grip on relevant IT technologies that are used to store, sort and distribute knowledge.

The roles you stated that not exists into Knowledge Management environments. At lest, generally speacking because as you know you will find anything outside there as job description when you tried to find a job. Knowledge Mangement is a whole environment and it has a whole process with functions related to it. I have worked in the field from years and recentrly I was the leader to implement it in my actual work place. Just in case you are interested you can find information here (I am not saying this is the best place): www.kmworld.com/
