Please help with implementing a PMO from zero in a NGO ?????? Kindly help me where to start

That is a new project for me. I have worked in a PMO but as a member not as a manager. So I have seen plans but now Im the one chosen to implement a PMO also in a NGO!!

Congratulations Monica (and good luck)!

Do you have a charter or mandate documented and approved for the PMO? If not, I'd start there to ensure that what you believe the services or capabilities of the PMO match the senior stakeholders who you want supporting it.

Then, treat the PMO establishment as a strategic project - how the PMO was setup should be the "gold standard" for how projects are delivered in your organization.

1. Find out why you need the PMO, someone will know if they are asking you for it. You need this in order to define the purpose and the goals of the PMO 2. Develop the PMO charter and include the maturity assessment analysis of project management within the organization, and decide what kind of PMO it will be (ie. supportive, directive, controlling). Obviously get that signed off before moving on 3. Develop the PMO structure and any governance framework. 4. Develop the service offering that the PMO will deliver, and try to map these to the strategic direction of the organization . 5. Assess the skills and competencies of the staff that will work in the PMO, and the PM's that will manage projects, including any training needed to upscale those skills. 6. Design the metrics to measure the success of the ongoing PMO. 7. Decide what infrastructure you need in place (systems, processes, templates), this may include a PMIS, PPM software, collaborative platforms (ie. slack, sharepoint). 8. Do a project inventory. What projects are out there, should some be terminated? What is the priority level of each? 9. Pilot or manage the PMO. 10. Get feedback from stakeholdesrs as to the success/shortcomings of the PMO, backed up by the metrics previously created.

Congrats Monica and best of luck. In my view, Sante has covered all aspects.
a) Identify what PMO will do
b) How PMO will do : Need resources with specific tasks assigned to them, tools resources will need and most important standard templates which you want your Project Managers to stick to.
c) Identify projects which PMO will manage
d) Define processes and activities which PMO will be involved in.
e) Do pilot testing for 2-3 projects and implement lessons learnt.

A new business unit inside an organization has sense (add value to the organization) because the need to locate critical business functions/process into it. Portfolio/Program/Project Management process must be part of those critical business functions (components of the strategy). So, the first thing to do is to understand what of those critical business functions/process will be located into the PMO as part of strategical support. To do that you must understand the strategy. Just to direct you to a place where you can find information inside the PMI this activity belongs to business analisys and was former named "enteprise analysis" byt the IIBA and it is today named "needs assessment" by the PMI and "strategy analysis" by the IIBA. Returning to the PMI and this activity you will find related information inside the "Business Analsysis for Practitioners" guide and the "PMI Guide for Business Analysis". That is the first thing to do.
