What is the best way to do a scoping session.

Any advise on the way to execute a workshop on scoping ?
What questions to ask and how to activate participants to contribute actively?

This is always a "depends" question.

One needs a series of events and deliverables in advance of being able to do this adequately.

1. An Opportunity Statement or a "What we think we want to do" Statement. This can be broad ranging, but it seeks to narrow down what we might actually put into scope.
2. Stakeholder Analysis - make sure you have the right people in on the discussion.

Once you have these as a minimum, you can then do a scoping or framing document as a high end starter.

Do three quick brainstorming sessions:-

1. What is definately in scope no argument
2. What is out of scope, no argument
3 What are we not sure about (on the fence), all things that generate comment should be on here

Based on this initial brainstorming, you have then a framework of being able to drill into each area of high level scope to get the questions necessary to get an acceptable level of detail.

Test the scope that you have brainstormed against the "Opportunity" to see if it matches, Calibrate with the stakeholders.

This is all a bit high level, but maybe it helps a bit?
