Do you have any suggestions as to what elements to include in the portal? We are still in the infant stages of the project management, so the goal is not to overwhelm users with all the PM mumbo-jumbo.

Dear Michael, I agree with you. It is often wise to take care so that users are not overwhelmed by too much information, especially miscellaneous domain knowledge. We see a number of organizations in the early stages of project management effectively using collaboration platforms like Microsoft SharePoint, Documentum eRoom, IBM Lotus, etc., by providing three kinds of information or elements of the "PM Portal". One element of the PM portal can be the PM/SDLC best practices that can provide users with project processes best suited to differing project types and sizes. The PM/SDLC best practices can be set up and maintained by a single person or by multiple process owners. And it is typically more useful and usable to place domain knowledge in the context of a process area or even process step, rather than having some kind of massive repository of information that users may or may not take the time to search through. Another element of the portal can be the actual project team sites or document folders where project managers store and project team participants can access completed project artifacts such as templates, forms, and checklists for such things as project charters, requirements documents, project plans, schedules, etc. And another element of the portal can for project office dashboarding, control, information sharing, and linkage to other applications such as Project Server (if used) for such things as project and resource management. By keeping the portal "process" centric instead of "repository" centric, it will be much easier for users to access and buy-in to the process as opposed to being overwhelmed and somewhat resistant. It is also much easier and more effective to scale and mature the portal vis a vis adding new processes and best practices, rather than simply having a dumping ground for PM mumbo-jumbo.
