I think you'll need to provide more context such as your role and the scenario you are facing to get some helpful advice...

Hi Tamer,

I am working in a small organisation in which I have limited resources. I need to manage these resources in our in-house projects as well as client side projects. Sometimes in-house projects make effect on my resource planning. If I have already aligned a resource in somewhere then I can't remove him or her to that specific project.

Depend upon project plan, availability of resources as per resource calendar etc to carry out resource planning

In my view, activity plan/commitment shall drive the resource planning. Plan both to level up to 1 day or min 5 hrs. This should address ur question.
Some more details if u can share, every one pitch in.

effective resource planning is something which you as a PM can contribute to, but there are many other players who need to do their part for this to work including:

- functional managers who will make the decisions about which resources to allocate and at what percentage
- portfolio managers who will decide how many concurrent projects the organization or department will run
- your fellow PMs who will decide how proactively (or NOT) they will be about notifying that resource assignments are changing on their projects
