I am leaning towards Kiron's answer of b). Of course, I am not a PgMP and have done zero studying of the material. I am going with basic logic.
a) whereas a PMO will collect, analyze and possible report the information related to Projects and programs, I am not sure about the access. It feels like an "possible answer"
b) is a tool that will do all of the tasks. My hesitation is do they want the tool as the answer or who would be in charge of the tool.
c) Doesn't fit at all
d) The audit support will analyze the information and report on it, but again it will not manage the access of the information and I am less sure about the collection. For audits, the collection of information is done by the project manager and provided to the auditors.

So, with my limited knowledge and from my personal experience, best guess would be b).
