Escalation is a good thing. Stakeholders have a responsibility to the project, and if they fail to uphold their responsibility I have no problem using escalation to make that happen. A PM's job is to protect the project, and escalation is just a tool that helps make that possible. Saving Changes...

You are welcome. Just to add some comment it is a hard work (at least in my personal experience) to work with stakeholders to help them to understand when I am escaling is to find help for them. Culture is a must. I found is not the same from some people in Latin America than into the USA than into Europe or Asia to know that they will be escalated if needed. Saving Changes...

escalation is an option. Maybe I can suggest to pre-inform the person you're going to escalate to, before doing so, and agree on the modality.
For example, let's assume that I would like to escalate to the manager of the person not responding to me, I normally go to this manager and inform me about my intention, frequently this person takes the action just as I ask (verbally) to do so and I do not burn anyone reputation on written paper.
Of course if you reach not a good point, doing it with a written form could push for a better outcome. Saving Changes...
