Sounds like a straightforward relocation projects, with a schedule, budget and resources, with an almost 100% unchangeable scope. You can do that in Excel.

One suggestion: Be sure to make a good Communications Plan. Making sure the different groups moving know exactly what to do and when is crucial to avoiding confusion that could cause major problems.

I do that recentrly but I can not share a template. It is a simple project from the point of view all you have to do is visible and tangible. The hard is what @Eric stated above: communication. This type of things, at least in South America, get people nervous because uncertainty for example. You need to engage organizational and communicational change management people and just in case you do not have one then think about what you think and feel in this case and take the actions as soon as possbile.
