I am wondering if I could get some advice on the term OPC. I have been asked to provide 2 OPC's per annum for a project that I am looking after. I am assuming that it could mean other project costs or operational project costs? Any advice is welcome.

OPC is Opinion on Probable Cost and in ur case, Management is expecting 2 opinions on costing, supported with underlying assumptions.
