We have a project that has more than 20 sub-projects or packages. It is a municipality bulk water infra structure program that include building of reservoirs, pump stations and pipelines. It also include the building of a water treatment works. The question is do we need to have project charters for each project or one project charter for the entire project? Saving Changes...
I would go for a program charter that as serves as a framework and for the projects you establish project charters that define the specific project authorization, budgets, constraints and give each individual PM the needed authorization, but always referencing to the program framework charter that defines ther overarching and general objectives, assumptions etc. Saving Changes...
If we consider that the purpose of a charter is to formally authorize the existence of a project or program, then that requirement can be met at the program level, especially if the program charter provides an indication of the different component projects which will comprise the program.
Depending on your organization's governance policies & standards, you might still need to create charters for each component project - I wouldn't necessarily see that as a "must do" if those projects were known upfront, however, if a NEW project is added in the program, that would definitely require a charter.
Of course, all component projects will need to be planned appropriately so I would expect individual PM plans (a la PMBOK).
