Interviewee: A good PM will deliver the project on-time and on budget. A great PM will deliver the project on-time, on budget, worked in last minute features/functions, it will have been a memorable experience for the project team and they will be looking forward to the next time they get to work on a project with you.

Not sure that "worked in last minute features/functions" is something to be a measure of a good project manager.
It is the customer trying to get more than the scope asked for.

A2. Interviewer expectation: Interviewee should respond with an appropriate example that can be completed in less than 2 minutes. The problem/process should include a systematic and common sense approach to reaching resolution in a reasonable period of time.
