Arash, create a business case. If the idea is good and you want to contribute, forget job titles, run with it and find a way to present it to management. You may however need to do that in your own spare time, since you probably aren't being paid (as a project manager) to do this.

Yes the project manager is not responsible for choosing the project or think about financing the project, but there is a country project selection officer in a country that I was talking about how they are choosing the ideas with their head and she answered first if they don't know where the money come from they will stop the Idea and go for the other ideas that has the support.
I was not agree and decided to ask the management community.
In this case, if you are accountable to answer this type of questions then you are performing as program/portfolio manager. My point is: the level of information each role has, the level of involvement each role has and the focus on specific activities each role has will determine the success of failure of the initiative. By the way, that person only want to know where the money come from or she want to see the demostration of that too?. I was involved on initiatives where I have to demostrate the source of the money.
