Yes. If they are affected by the project then they can be considered stakeholders. That does not mean they have influence over the project though. In this situation, you would want to identify that there is a group of stakeholders that will not be happy wit the project and decide how you may want to manage them. You may decide to do nothing. Or you may decide to through a party/gathering to get to know your neighbors, etc. Saving Changes...
Definitely they are to be considered as a stakeholder as they are impacted. One of my best practices is to spend more time with the 'unhappy' stakeholders as they scream the loudest when not being served. You want to get them on your good side, transition them into an ally vs an enemy. If you can transform them you win. Focus on sharing with them some benefits and put it in the context of 'what's in it for them - WIIFT'. Good luck with that. Saving Changes...

I am not adding something more putting the definition here but let me do that to start my comment: A stakeholder is either an individual, group or organization who is impacted by the outcome of a project. They have an interest in the success of the project, and can be within or outside the organization that is sponsoring the project. Stakeholders can have a positive or negative influence on the project.As you know, today, a new process is inside the PMBOK named Project Stakeholders to explicit make mention to those related to the project. That is the key to put focus on stakeholders: if they are related or not to the project so they can influence on something related to the project. If not, it has not sense to put focus on them Saving Changes...

Agreed with Sergio. Identify stakeholder is very important and should be involved both positive and negative impacts to manage them to increase successful of the project. If you don't identify both them, you will face many issues and problems in the project !!!

Its would help if you talk with the neighbors and identify their concerns. This would help you assess their engagement levels - resistant or supportive. Just the fact that a stakeholder gets angry does not mean he may not be supportive. Do your best to get them on your side(supportive) if they are resistant Saving Changes...

Dinah said it - anybody who is impacted by a project either directly or indirectly must be considered a stakeholder. Ignore them at your peril.

As a side note, I've been on a project (not as PM) where it was decided to ignore stakeholders who were considered to be 'insignificant'. The cost of this was astronomical. Saving Changes...
