Identifying Stakeholders

I appreciate if someone could assist me on the following question: If I'm in a situation where as a PM, if I'm building a condo do I consider residents in the area as stakeholders, specially the ones who might not be happy about the new building?

Yes as highlighted by the various contributions, yes they are project stakeholders, so long as they are impacted by the project either positively or otherwise. Your ability to manage their interests, power, and influence levels to ensure the success of the project, makes you THAT PM!

any individual or group who perceives they are impacted (regardless of whether they are really or not) is a stakeholder.

The question is whether they are a key stakeholder or not that you'd need to expend real calories in managing their expectations...

If the tenant is a future tenant who does not exist currently, will he/she be a stakeholder for the construction of condo project?

Surely they should be on the project stakeholder list

What is the result of the analysis in the dimensions: power, interest and influence?

Based on this analysis, it defines the strategy for its management.

The scenario is that the construction of condo is in progress, so there is no tenant available now. So can somebody be a stakeholder who does not exist?

But if there is already identified tenant, they can be a stakeholder.

A specific "named" person might not be a stakeholder in such cases because there is only the potential that they might rent the condo in the future, but the builder would then likely engage multiple "representative" tenants to act as the voice of potential future customers.
