Few managers tend to demotivate high performers in the name of performance appraisal... Why do they do so to good employees???

really !!! I don't think so.
May be they are trying to highlight the improvement opportunities or capabilities/skills required for future growth.

If they are really concerned about future growth then they would should have been more constructive than being destructive.

Only weak managers do that. But sometimes it could be their style of motivation.

Key here is: what does mean "good performer"? Good is a subjective term that must be translate into objective one when you talk about to do performance evaluation. With that on hand, then both parts (manager and managed person) can evaluate the performance.

This is usually the result of being a poor managers. Some managers think that they need to push a good performer harder to get even better results. However, there is a balancing act needed. You can push harder, but you still need to praise and keep them motivated. Not every manager understands this.

Like everything else, there are good and bad managers.

Some managers demotivate good employees because they don't want their employees to make them look bad by comparison. These managers want to appear relevant and important, so they don't want their employees to outperform them.

Ive seen this kind of approach from some managers and it has to do with the manager himself more than the subordinate. Sometimes it is related to insecurity, fear of losing current post and / or other phsycological factors. It is difficult when you have a boss like this ... Not easy at all and it can highly demotivate the employees and affect the work itself.

A manager is responsible to motivate an employee and get the best out of the employee. If the intention of the manager is to demotivate the team member, it's a bad practice. However, it's always better to explore the reason according to the situation.

I have come across managers like this, I think it's because they feel like they are insecure about their own job or performance.
