A manager is responsible to motivate an employee and get the best out of the employee. If the intention of the manager is to demotivate the team member, it's a bad practice. However, it's always better to explore the reason according to the situation.

Ive seen this kind of approach from some managers and it has to do with the manager himself more than the subordinate. Sometimes it is related to insecurity, fear of losing current post and / or other phsycological factors. It is difficult when you have a boss like this ... Not easy at all and it can highly demotivate the employees and affect the work itself.
Yeah currently my friends are experiencing this situation

Some managers demotivate good employees because they don't want their employees to make them look bad by comparison. These managers want to appear relevant and important, so they don't want their employees to outperform them.

really !!! I don't think so.
May be they are trying to highlight the improvement opportunities or capabilities/skills required for future growth.
If they are really concerned about future growth then they would should have been more constructive than being destructive.

It is mostly done by incompetent managers, as they feel themselves insecure related to job and fear of replacement by their juniors.However it is not good pratice and organizations with such managers cannot meet their strategic objectives.Those who are not motivated will not let others to motivate.
