This happens in 2 situations 1. Employee thinks is a good performer and doing good but as per the manager he/she is just meeting the expectations or just fine 2. Poor Manager doesn’t not understand the value/work of the employee which is a competency issue with manager.
I have seen both these cases…… Giving the feedback or doing an appraisal discussion is not an easy ,manager has to go by the organization culture and constrain as well …. Saving Changes...
