Why do managers demotivate good performer???

Few managers tend to demotivate high performers in the name of performance appraisal... Why do they do so to good employees???

This happens in 2 situations 1. Employee thinks is a good performer and doing good but as per the manager he/she is just meeting the expectations or just fine 2. Poor Manager doesn’t not understand the value/work of the employee which is a competency issue with manager.
I have seen both these cases…… Giving the feedback or doing an appraisal discussion is not an easy ,manager has to go by the organization culture and constrain as well ….
