which PM process group considered "The silver bullet"?

As we know Planning is not the silver bullet, it may not solve everything by itself but it certainly makes a great trigger on the gun.

What are the other tools needed?

I would say Monitoring and Controlling with continuous Stakeholder engagement.

I have agreed on the total processes to be looked at but sometime I still feel there should be one or two as core process which play a vital role in the whole process success, we need to find out that most important factor for successful project management.

This is contingent on the Organizational Culture-----The core process(es) on how the culture gets things done I believe,

It can also influence project processes directly as well as the spirit of the transformation and leadership/direction as you mentioned. The Silver Bullet will change from Org to Org is what Im saying :)

If there was just one, life as a PM would be easy. Unfortunately there are many potential causes of unsuccessful project execution, most of which surface out of Planning, Execution, and Monitoring and Controlling. Organizational governance matters (e.g. guidelines for recognizing and containing risks, change control processes, clear understanding of role, responsibilities and decision-making authorities. Whether or not the project teams employ Best Practices matters. How capable the PM is matters. Expectations and Communications matter. Sorry, I do not believe there is a single "silver bullet" or ever will be just one.
