Based on the construction industry, Bills of Quantity (BOQ) gives the project total budget and from what I know WBS it can also gives out the total project budget as well.

BOQ is the term Bill of Quantities which means is a document used in tendering in the construction industry / supplies in which materials, parts, and labor (and their costs) are itemized.
it consist of:-
S/N
Description
Unit
quantity
Price per Unit
Total price
lump sum( Grand total)

However WBS is (a hierarchical decomposition of total scope of work -hierarchical of deliverable).

it might consist of:
Activities
predecessor activities
duration in (days, ...)
effort hours
Resources (personnel or material)
estimated cost.

Typically, a WBS only includes deliverables or work packages. The tasks or activities associated with those deliverables or work packages should not be included in a WBS. The WBS can be used to help identify those activities which in turn can then be used to build the schedule.
