What's your take on the technique?

The same person or group should perform the entire analysis - this
improves the consistency of the results;
This is not a highly quantitative
technique and has some subjectivity built in;
If the same group performs the
analysis throughout, the comparisons should be okay, since the biases of the
group should be the same throughout the analysis.

Who should be involved in assessing the organization and why? Are some
better qualified than others to do so?
