My perception is that the rate of new technologies just keeps increasing. And we have to stay informed on emerging technologies to adjust all the time.

Effective Strategy has to necessarily be dynamic and is based on the first principle of war - Selection and maintenance of aim. A viable strategy has many imperatives - understanding the goals of the organisation, the current state, the desired state, the tools available (men, material, technology, time, money etc), leadership, and most of all, the ability to modify the aim and the methods, based on the current scenario (hence the reference to war where one has to flexible in strategy and adapt tactics to the current situation). Technology is one of the fastest changing among the resources. But it is not the only reason that strategy is/has to be dynamic. In fact, technology, ( data, speed, connectivity, transparency, standardisation) is an enabler of dynamic strategy, rather than an enforcer.
