If an organisation plans for CapEx (like a project, pgm). And this has multiple phases. Will it be called as a project or program?

Per my understanding and experience CapEx is planned and monitored for a portfolio but not at a program/project-level. This is irrespective of number of phases.

Currently, working in a CapEx level portfolio. But, still my work does not cover operations. And, we call it as a project. Can you elaborate a little?

We can refer to definition:-

If there are inter-dependencies between projects , then Program manager can develop (or by Build in SW) some thing called Program scope , program schedule (all most 10 diff rent knowledge area).
Then he might be a controller for some project managers ( BUT he should not do a micro-projects).

In summary Yes it can be. (if the your organization able to plan multi projects- Ex. Cipla )

In our case, all related to Capex is managed as a project. But just to give you some references take a look to PRINCE2
