Anyone with PPM start up experience for the US NAVY out there?

I am thinking of going with Microsoft Portfolio Project Management Azure Cloud services as I want it support partners across the US. All my team has today is desktop MS Project. I understand the Cloud first mandates and enterprise hosted server seems like a non-starter.
