Why above training type considered as unplanned training?
Is it unplanned training for project team or for project manager?
I see it an evaluation rather than training , however it was mentioned in PMBOK 6th ed is unplanned training.

I am going to try to answer the question I think you are asking.
It sounds like you are saying or asking if an employees performance evaluation is unplanned training. I do not think of it as such, but I guess I could stretch the definition to be so. During the performance evaluation you are "training" the employee to be a better employee.
Additionally:
The purpose of an employee evaluations (to me) it 3 things.
1. These are things that you should stop doing
2. These are things that you do well and should continue to do
3. These are things that you should start doing
Other unplanned training, let me think. How about, you attend a meeting not realizing that they were going to review a new software in detail. You have an impromptu discussion with a stake holder and learn something new about the project.

if you are referring to this sentence in page 342 of the Guide "Unplanned training takes place as a result of observation, conversation, and project performance appraisals conducted during management of the project team.", this is not about individual performance evaluation but rather an evaluation of the project performance.
An example might be that we are not meeting quality objectives for our development activities. As the PM, I might recommend that the team attend some unplanned training on quality practices to address this gap.
