The PMO Director (George - this was at HP) used to come out of his/her office every day and walk around the PM cubicles saying, out loud: "You are 100% responsible for every one of your projects." And then walk back into his/her office and shut the door. As if wishing made it so.

Yes it is, an 8000 hour project, 35 developers across the country, 2 dev managers, 3 - 4 architects and a manager, several dba's, a BA manager and 2 BA's, and a completely separate / remote QA dept including offshore. To top it off a government client that keeps writing change orders and and and at least 8 - 16 hours of reporting up the food chain.
