It has to be NO as PM we should never compromise and violate safety, we're responsible for the safety of the team, equipment, property, environment and all surroundings of the project, it does not matter what location and what culture, even if in countries where they don't have OH & S or any regularity body we still should apply same principles and maintain same standard applied in advanced countries.

Good question but I haven't worked in these kind of projects so far. I agree with your point that a PM should strive to maintain the standards.

Girija, well it is fine but someday it may come in your way and you have to deal with it. so it is good to be prepared.

I'm playing devil's advocate.
'Safety' is a subjective term that is often influenced by culture and politics. Trying to impose the exact same safety standards everywhere might cause more problems than they prevent.

Eric, human being are human being they should be treated the same it is not like the western labour has to wear safety boot and have fall arrest harness and good scaffolding and the eastern labour or from Africa should work with their sleeper no steel toe boot and no harness, no fall protection and no certified scaffolding. this is exactly the unfair game going on

I would agree with you in nearly all cases, Riyadh, but what if you were put in a position where not risking team member safety means that a much greater number of people will be hurt or killed. In such cases, you might need to put the needs of the many above the needs of the few but make it explicitly clear what team members are signing up for, give them the choice to say "NO" and over-invest in risk management to reduce the likelihood of such dire circumstances.

Kiron, thanks for your feedback this might be different case where you need people willing to sacrify to offer sacrifice for the benefit of all but I agree with point of transparency to clear every aspect in front to employee so that they may take their decision, but what I meant in general that basic safety needs must be met for all no matter the background of the employee.
