It has to be NO as PM we should never compromise and violate safety, we're responsible for the safety of the team, equipment, property, environment and all surroundings of the project, it does not matter what location and what culture, even if in countries where they don't have OH & S or any regularity body we still should apply same principles and maintain same standard applied in advanced countries.

Previously, worked with safety culture. Had separate department managing fire and safety with project construction works. Reckon this depends on country and organization
Muthukrishnan, we need to apply safety everywhere. Thanks for comment

Rami, thanks you so much for your valued comments mostly on construction site the number one safety violation is the fall protection and third is scaffolding, some other incidents are with telehandler

Riyadh,

In my experience you should apply the most restrictive safety rules, corporate, country, client.

Vincent, thank you so much for your valued feedback, I respect your suggestion and I keep it as last resort, I have reached to an agreement with the team that those tasks we have identified with high risk or any new job or any change in regular procedure of executing the task then it is must to fill out the JHA form all team agreed, other tasks I left to the team to evaluate the risk and decide about the JHA because I also understand there many tasks they do similar on daily basis and it is not realistic to fill out the form for each activity.
So it is good that we set certain conditions must fill out other conditions optional.
