Project managers are decision makers. They make decisions on regular basis. But there are good decisions with bad outcomes & poor decisions with good outcomes. Is decision making an art or skill? What skills do we need to make right decisions to drive project success?

Decision making is a skill because the steps needed to make good decisions are logical and repeatable. Intuition and emotions don't play a leading role in decision making as they do in cooking, writing or art, for example.
To make good decisions on a project a PM needs to have good skills in the following areas:
Organization. An organized PM can gather needed information much faster than a disorganized one
Communication. A PM might need to gather information from and disseminate information to a wide audience as part of the decision-making process.
Analysis. A PM needs to quickly analyze information to understand causation versus correlation, and to detect patterns and trends that might not be immediately apparent. This is perhaps the most important skill of all, since an incorrect conclusion will lead to a poor decision.

I agree with Eric. A PM needs to make decisions keeping in mind the project objectives, larger good and long-term benefits as well.

Decision making requires good judgment and that usually develops over time through experience, coaching and mentoring.

Key aspects to a decision are understanding who needs to be involved in the analysis and the making of the decision and the "right" timing for the decision.

I Agree with Kiron,

It depends mostly on the experience earned. But in general, I guess that you can make a good decision once you understand widely the situation.
