Hello,
Some projects, a client hires a lot of subcontractors to save a cost of project, As PM, what is the best way to manage against these subcontractors?
Does it apply HR management plan to show roles and responsibilities? arrange communication & stakeholder management plan? conduct risk analysis periodically?
Do they enough as mentioned in the above to manage these people or are there other ways?
If the subcontractors are acting as staff for the duration of the project then they need to be treated as new members of staff, even if only temporary. If they are a team, managed by the sub-contractor then you deal primarily with the team lead or account manager and include him/her in the communication plan. Saving Changes...
As Christopher has indicated, it all depends on the nature of their engagement - are they working alongside your internal staff or are they producing deliverables in a "black box" approach. Usually, most of the T's and C's about how you will engage with them should be articulated in the agreement/contract with the vendor(s).

Tamer, try not to manage AGAINST anybody, it becomes easier if you understand their motivations and can get their buy-in.
You already mentioned key things:
- stakeholder analysis and engagement for subs, which includes per sub the PM on site and the contract owner
- yes, clearly establish roles & responsibilities and I add the orgchart as power distribution tool
- yes, establish regular communication, e.g. a sub steerco,
- yes, do risk identification and mitigation regularly, share the risk register
- know the contracts, your and their obligation, and if you can, influence the contracts, establish a claims register, site visits, monthly reports etc Saving Changes...

Subcontractor individuals who report into you, or subcontractor individuals or companies who report to someone else?
If they report into you, I've always said I don't care how you're paid and what organization signs your checks, do your job. I manage them just like anybody else, as I see no upside in highlighting differences between people's employment mechanism, only the quality and timeliness of their work.
If they report into somebody else who then reports to you, I've done that too. I tell the person with ownership that I don't care how the work gets done, it's on their head to get it done. Saving Changes...

As far as scope of project work is concerned, it is not changing by deploying more subcontractor or agencies. However by deploying more subcontractor or agencies we may involve different work culture group as different agencies have different work culture. so as a project manager, stakeholders management becomes very critical to align them into project purpose to get the project goal. In this process there is probability to increase the project risk. So effective risk management also becomes very important.

What is the wording of the contract? are they lending people or they are executing a specific task like installing all plumbing to the construction?
In the first option, people are under your management for the context of the project. In the second option, the project provides technical information on requirement including drawing/plan Saving Changes...
