Managing a lot of subcontractors for one project

Hello,

Some projects, a client hires a lot of subcontractors to save a cost of project, As PM, what is the best way to manage against these subcontractors?

Does it apply HR management plan to show roles and responsibilities? arrange communication & stakeholder management plan? conduct risk analysis periodically?

Do they enough as mentioned in the above to manage these people or are there other ways?
