With quality well defined,parameters set, process planned and checklists/metrics finalized, deviations are still unavoidable. Root cause analysis does lead to the real cause but finding the cause and recommending corrective action for each individual issue has its own implications like delays and cost over runs. There is so vast variety of issues one faces in each product development cycle that a proactive approach may be one universal solution, and for that quality control process is of great value. 1. Measure the "right" things
2. Ensure operational definitions are in place along with thorough training to ensure QC procedures are performed consistently
3. Ensure your process is in control before tweaking it
4. Don't ignore QA otherwise QC is unlikely to remain effective

Go to the basement. What is quality? What is the defintion of quality into your organization? That is the key, becasue quality is an strategical matter. In fact, organizations can not survive if they do not define quality. Why? To define quality you must define "client" and then "value". When you define what "client" and "value" mean for the organization then you can define quality. And that can be splitted for each business defined into the organization. After defining quality organizations must take into account what is the best option to invest in terms of the business: quality assurance or quality control. Is in terms of the business because some domains (health for example) define to put focus in one as a restriction.
