Well, I guess in the Planning process group, because of the Define Scope process that is traduced into the scope statement.

Yes in Planning Process Group, After initiating the project we work on the planning of the project and ascertaining the scope and project boundaries we perform early in the planning phase.

Do you mean the scope will be defined as high level in initial? but in project charter as output has high level of requirements not scope and inputs are SOW and business case and agreement. I think this question isn't relastic!!!

I agree with Tamer. In the Project Charter, there are just expectations at a very high level. Everything before the Scope Statement are just wishes.

I agree with Tamer. In the Project Charter, there are just expectations at a very high level. Everything before the Scope Statement are just wishes.
