why Quality control not quality monitoring

This may be different from one industry to another. As for the terms that I am familiar with, minitoring is part of a quality control system. Quality control ensures the quality requirements of deliverables. We can monitor each process to control overall quality.

As Damian indicates, this is mostly semantics. Monitoring is the means to a control end and hence the former might be viewed as a subset of the latter.
