As part of the communication process, who is responsible for making sure that the information is received in its entirety and understood correctly?

Since the PMBOK fifth Edition on page 294 states:

“As part of the communications process the sender is responsible for the transmission of the message ensuring the information being communicated is clear and complete, and confirming the communication is correctly understood. The receiver is responsible for ensuring that the information is received in its entirety, and understood correctly and acknowledged or responded to appropriately”

I would be very grateful for the view of the PMI on this matter please as my understanding of the PMBOK would suggest that both Sender AND Receiver bear responsibility for ensuring the information received is complete and understood correctly?

Your instinct is correct sir.
Although it is described in the 5th edition, it is not explicitly stated - that responsibility rests with both sender and receiver.

This topic is clarified in the 6th edition of the PMBOK on page 372 -
10.1.2.4 Communication Models

PM is responsible as per PMBOK and also stakeholder management!!!
