The Critical Chain can indeed be used as a very effective tool in compressing project schedules and therefore for increased success of project managers.
I've read Eliyahu Goldratt's Critical Chain, implemented several principles, and even presented on the experience in various countries.
As a PMP trainer, I was certainly surprised to see "Critical Chain" missing as a technique in the "Develop Schedule" process.
However, as Kiron rightly pointed out, the PMBOK editorial teams and experts have to balance between comprehensiveness of techniques and conciseness.
Would anyone read or use the PMBOK if it ran up to 2,000 pages and included every possible technique? Certainly not!
