The Work Breakdown Structure can help you identify all the steps and put them into sequence. One Note is cross-platform.

I think the box thinking terms of OneNote is limited.
We just went to O365 and I am levering ShrePoint/OneDrive/OneNote, basically a notebook in SP's OneDrive and easily displayed in SP.
As SP provides decent formatting, impeding and linking functionality it makes it easy to create, publish and maintain.
Today, I thought to my self has any created a Project Management Template for OneNote and my search highlighted this thread.
I pondering what a Project and Program OneNote Template would look like, and could or should include, reference to the appropriate standards and practices, a Project's TOC, links to tools like the Projects entry in the PPM, TDM, Change, etc.
I can imbed dynamic content or link to it and I can leverage the Office Suite's integration with OneNote.
And as it is up on a SharePoint site the file lives beyond the user.

I use it for organizing some information, as a kind of personal wiki. For instance links to templates and proccess that I want to have always easy to access.

Not sure how you could set a WBS in OneNote and link it back to something.
Sure, use OneNote for project activities.

Link to a SharePoint backend is nice but yet not linked to the WBS!

We have a sharepoint site for each project for document storage and meeting minutes. OneNote is part of this sharepoint instance and serves as the project notebook for each of our projects. However, we don't use it for WBS. I have other templates for that.
