The Work Breakdown Structure can help you identify all the steps and put them into sequence. One Note is cross-platform.

I am starting to use OneNote for my projects. I have a Notebook for each project and tabs for each phase of the project. Within each tab (phase) I have pages. For example in my Initiation Phase, I have a page for
1. Business Case
2. Project Charter
3. Assumption Log
4. Stakeholder Registry

On each of those pages I have inserted the file and printout of the documents, or have a table built right in (ex. stakeholder registry)

It keeps all documents for my project in one organized location.

I also have my meeting minutes here and have action items linked to the minutes and the necessary project documents.
