I'm actually not a fan of any of those answers, but will go with b as the least objectionable one.
If b had been phrased, "A method of managing project performance", I'd have been happier since EVM can't "ensure" that your project is performing well...

I definitely agree with Kiron, not sure where you got this question from. The answers are poorly worded. EV definitely do not ensure anything, it is just a way to manage and track performance and as a standalone tool, it doesn’t really provide much about the health of your project.
B or C are both worded poorly but probably I would chose one of them and mayne b over c. Saving Changes...
