If you have emergencies on the weekend you try to get any team member to rectify the issue in the workplace and help with the only guy on site, no luck then you try to get external contractor also no luck what would be the optimal solution to avoid such scenario in future?

Be prepared. In construction, the tendency of something going south on a weekend is high si you have to always have someone as a cotnact person available to attend to any issue. Thats how we do things on our projects.

Rami, there is only one for normal duty on weekend but emergency happen then you call who ever on calls but we can not force if someone change his mind or got family program since we are not paying them to be on call it is optional if he / she comes they get overtime but many times few cases you call 25 people no one then two contractors stand by weekend on call they don't have people to come as well.

You definitely need an on-call team ready to go at any time.

Sante, we do have people mark them-self for the weekend but since we don't pay to hold them they can refuse to go. we can not force people to work on overtime as you now, it is not like in few Asian countries where you tell if you don't go, don't show up on Monday

I am looking for structural change or get approval for incentive to be on call

I disagree with this strategy. Things like this needs more organizing and commitment.

Very true Riyadh, it's a different case in Asia. If money won't buy them, maybe your special coffee will ;-)

I would advise an on a special team or list with a responsibility matrix based on emergency level - defcon 1,2,3. Maybe rotate the list every specified period to accommodate personal lives as best as possible. Regardless, the in-place standard process should enlist a level of commitment as part of the job.

Andrew, we do have a list rotate every week and people mark themselves available to be called on the weekend if needed but again they might not pick up their phone or they answer but they say I can't make it, you would think it is an opportunity for overtime but no guarantee to show up because they are not scheduled we can not apply AWOL particularly on long weekend i.e. Labour Day, on other hand I agree with you on standard process and ethics but that's just you and me we don't count by the hour we feel our responsibility and attend many times on our own time but for the team I am thinking to re-structure the schedule or get the higher management to pay incentive for reserved people for the weekend, let me know if you have more suggestions.

As you can see, a voluntary on call system doesn't work. You need people you can count on to respond to a problem in a timely manner. I work at a data center, and at my workplace being 'on call' means a person will pick up the phone and respond to an emergency. It's not optional. The people on call only receive additional pay if they have to respond to an emergency.

Hehehehe Sante thanks for your nice comment about my coffee, actually it plays a good part to execute daily tasks, even all vendors appreciate it.
