This is very industry and geography-specific, but usually whenever we have go lives on technology projects which happen after hours or on weekends, we'd have the full complement of folks needed to support that work and they'd take time off in lieu afterwards or be compensated for the overtime.
If there is no way to have more than the "skeleton crew" you've referenced, then the only solution is lots and lots of planning and dry runs to try to surface every thing which could go wrong and to Poke-yoke the heck out of it.

Companies usually already have in-place policies for this and the workers know by the time they join the company about this requirement. Also workers that have to work after hours for go-live would not work during normal hours on the account of go-live work time.
In IT usually emergencies happen as part of BAU. For instance if a system that is supposed to function 24/7 crashes. For this the companies have even better policies in place. IT support technicians work in shifts all week long or in some cases you may have a worker staying at home in stand by ready to intervene if needed.

Looks I am too late to reply here, but if I dont have on call team, if I dont have contractors and if I dont have anybody assigned and I desperately need some then I will call most trusted guys and ask them to help by working on weekend. And I will make sure it will have good affect on their appraisals. Whoever comes, shows their dedications towards project and that too while in crisis. And with personal rappot, I will convince at least few of them.

Bulla Ji, never too late always like to hear so yeah however this is a dedicated work of craftsman and site specific you can not bring any one to the site without any orientation.
If the work needs licensed red seal to perform the job you can not bring any labour.

Since I work in healthcare, we always have an on-call team member in case of any emergencies. So, someone should be available on call 24/7 and it's part of their job responsibility.

we also have on call list but it is not guaranteed that they will show up or even they would pick up the phone.
