Are you aware of any acts, or Government policies that empower and encourage Project/ Program Management expertise?

What would you consider a simple way to influence public/governments recognition of the importance of professional project management skills and knowledge in executing its projects?

In my country do not exist Government policies about empower project management.
The main public university of my country, for its leadership in technology, is the National University of Engineering (UNI).
This university recently teaches the Economics of computer projects, in the engineering career in Computer Science, and in the Systems Engineering degree, based in PMBOK Guide.
I am think offer free conferences about importance of managment the projects with skills and international standards based in PMI.

I believe the federal US government does have some standards related to expected levels of PM capability but don't have the specifics.
