PMI's definition of a project is: "a temporary endeavor undertaken to create a unique product, service, or result. The temporary nature of projects indicates that a project has a definite beginning and end."
It would be hard to say the universe is temporary, and we have no idea if it is unique, nor can we prove it has a definite beginning and end. So, is the universe a project, or operations (business as usual)? Saving Changes...
It is equally bad to see everything as a project as it is to treat nothing like a project.
However, if you remember the final scene from the first Men In Black movie or even The Matrix, it might be that what we believe the universe to be is just a simulation used for either an experiment (which would make it a project) or an ongoing process (which would make it operations).

Kiron, yes I have though a bit about the simulation theory. In years to come, when virtual reality and simulation becomes so real that we can't tell the difference, the question may be superfluous.
Our universe could be one of many universes making up a multiverse

We might have to ask the spiritual teachers or the great scientists for the proof !
Only if we do a project we can start the BAU. Hence Universe / multi--galaxies would've been created, the maintenance is being continued wherever needed and decomissioned when parts of it become obsolete.

Girija, I am leaning toward operations, because a project implies purpose which is a deliberate action by a sentient being. By operations I mean operating in governance with natural laws which doesn't require a project to precede it.

To expand, a BAU activity results from an activity/process (project) to create/deliver something. But to have a project you must also have an entity (a "person", an "organisation") engaged in .... BAU (?) to start the process (project). But to have BAU.....
Of course if I could leave the universe to check how it looks from the outside, maybe I'd know. But then where would I be and how did that "location" get there... and so ad infinitum?
