You mean a hospital IT system? These are either vast single systems such as Epic or Cerner, or a large and very complex conglomeration of several hundred specialist clinical systems. If you provide more details of what you are trying to achieve then a plan might be forthcoming from someone, perhaps.

health system could be providers, hospitals, insurance companies, or medical devices. Occasionally pharma if you get very liberal.
Projects could be simple standalone, Epic/complex (like Tim), or anywhere in between.
In order to have any meaningful template you'd need to provide the type of health company, the size, nature of the project (software dev vs package implementation vs building a new physical building/hospital vs etc), and even then you'd only get something so incredibly generic it would be of little use.
If you're doing a package implementation just ask the software vendor for one, that'll be much better. If you're doing custom build software, get one from the PMs at the company for prior projects. If it's not even a software oriented project then it's hard to even direct. Saving Changes...
