Define a best practice?

What are the barriers to achieve best practices and who are the world class in project management?

Barriers may include the organizational climate, and whether or not the organization is truly accepting of such best practices. I know I have worked in a lot of organizations that want the consistency of apply PMBOK methods, however they fail to offer an inclusive environment for which such best practices may be used.
Brian, the implementation you focus to improve 80% of one area and move to other area to make it 80% as well don't focus to increase the already exist 80%, reaching wold class needs big effort and continuous work.

Moderate success is a big barrier to achieving excellence. For example, companies operating in an oligopoly (e.g. the Canadian big banks) or a monopoly will often succeed in spite of themselves. In such companies, there isn't the sense of urgency to go beyond "good enough".

For excellence, I would look at industries which have high levels of competition and are very susceptible to disruption OR look at extreme, "must succeed" projects. The latter could include controlled demolitions of buildings where scope, schedule and quality are fixed...

Kiron, thanks for your comment, and that's why you see so many companies they were considered a world class but they couldn't sustain and they have gone no more exist in today's world, it is hard to reach the TOP but it is harder to stay at the TOP

Tamer, This is about technique, method, or process applied to deliver a desired output more effectively than any other technique, method or process and it could be on project, maintenance or production and with variance in different industries some organization reached world class sustaining of what they do, you also need motivation to accept changes, knowledge & skills to adopt best practices.
Do you mean the techniques for product in business analysis?

Culture of the organization or business is a big barrier. Non adopters of change is another Leaders of the organization set the example and the standard based on actions, follow through and setting expectations.

Best practices are not always the Best. It is not like one-size-fits-all. It keeps changing with time and situation.

Barriers are being complacent, following the status quo every time irrespective of the context and not thinking out of the box.
Girija, I agree with you it is not for every one what you see it best practice might not be best practice for me or others, good point thanks

In my experience, I have seen people talking about best practices but in reality they don't want to follow them. So, I think adopting the best practice yourself is the best way to overcome the barrier. Nothing serves to convince others better than your own behavior. I guess, If you follow the best practice and are confident about it, others will see that you did the analysis and made the correct decision.
